Jharkhand Cabinet Approves 23 Key Proposals Under CM Hemant Soren’s Leadership

Ranchi, July 24, 2025 — In a significant Cabinet meeting chaired by Chief Minister Hemant Soren, the Government of Jharkhand approved 23 crucial proposals aimed at governance, social justice, education, and administrative reforms. The decisions reflect the state's commitment to security, inclusive education, and streamlined public service.

Major Approvals from the Cabinet Meeting:

Martyr’s Family Support: Dependents of Jharkhand-origin personnel of central paramilitary forces martyred in extremist operations or border duty will receive special ex-gratia and job appointments on compassionate grounds.

CAG Report Clearance: The 2025 CAG Audit Report (No. 3) on civil performance and compliance for FY ending March 2023 will be tabled in the next State Assembly session.

Notional Pay Revision: Previous resolution on notional increment for retirees was replaced in line with the latest Government of India notification, allowing financial benefits to employees retiring on June 30 or December 31.

New Service Rules Notified:

Jharkhand Finance (Audit & Accounts) Rules, 2025 approved.

Forensics Lab 4th Class Staff Recruitment Rules, 2025 formed.

Special Educator Recruitment Rules, 2025 approved for inclusive education.

Amendment to AYUSH Health Services Rules, 2024 cleared.

Health Officials Dismissed:

Three medical officers, including Dr. Rekha (CHC Musabani), Dr. Rina Kumari (Sadar Hospital, Bokaro), and Dr. Veena Kumari M (CHC Kasmar), were dismissed from service.

SC/ST Atrocity Cases: A special court will be established in Daltonganj for speedy trial of cases under the amended SC/ST Atrocities Act, 1989.

Police Recruitment Reform:

The previously advertised police recruitment notification has been cancelled.

New rules provide fee waivers and age relaxation for earlier applicants.

Unified recruitment rules for police, jail wardens, home guards, and excise constables were passed.

Healthcare Initiatives:

Atal Mohalla Clinics to be renamed as Mother Teresa Advance Health Clinics.

Approval granted for Micronutrient Fortified and Energy Dense Food (MFEDF) supply to adolescent girls under POSHAN 2.0.

Education Sector Boost:

4,339 posts approved for Urdu assistant teachers in primary and middle schools.

Screening committee modified for appointment of Resource Persons for differently-abled children as per Supreme Court direction.

Reimbursement approved for retired officials appearing in courts as witnesses.

University and Legal Reforms:

Jharkhand State University Bill, 2025 approved.

Amendments made to enforce GST certificate requirement for registered contractors in building projects.

Shravani Mela Security:

28 temporary police outposts and 19 traffic posts sanctioned for maintaining law and order during Shravani Mela 2025 (10 July – 10 August).

Livelihood Enhancement MoU:

Rural Development Dept. approved to sign a non-financial MoU with CRISP for empowering self-help groups by relaxing finance rules.
